ODOT is establishing on‑call price agreements for rock scaling services across the state. Qualified contractors will submit a bid pricing form and cover sheet, then ODOT will award a non‑exclusive price agreement to every responsible bidder whose proposal is responsive. The agreement permits ODOT to issue work orders as needed for hand‑scaling, mechanical scaling (excavator, long‑reach, spider), rock‑fall screen and fence repair, rock reduction, traffic‑control, clean‑up, disposal, and related services. The base term is five years, extendable to fifteen years, with pricing locked for the first twelve months and optional annual adjustments thereafter. Bids must be submitted through OregonBuys by the bid opening date, and all required certifications (e.g., Buy‑America, conflict‑of‑interest, debarment checks) must be attached.
• Scope covers hand and mechanical rock scaling, rock‑fall mitigation, traffic control, and related site services on an as‑needed basis.
• Contracts are price‑agreement (blanket) type with a 5‑year initial term; ODOT issues individual work orders under the agreement.
• Contractors must provide at least three comparable projects from the past five years, meet insurance and compliance requirements, and submit the Bid Pricing Form, Cover Sheet, and required certifications via OregonBuys.
