Washington County, Oregon is seeking qualified firms to provide comprehensive geotechnical and materials testing services for its capital‑project portfolio. The contract will be a multi‑year (July 1 2026 – June 30 2031) personal services agreement, with a total ceiling of $300,000 over five years. Selected consultants will act as the County’s Quality Assurance Representative, performing field sampling, laboratory analysis, reporting, and compliance monitoring in accordance with ODOT, AASHTO, ASTM, and related standards. The scope includes concrete, asphalt, soil, steel, and other material testing, as well as provision of all necessary personnel, equipment, safety gear, and certifications. Rates are based on a Functional Consultant Rate Schedule that is CPI‑U adjusted annually; overtime must be pre‑authorized. Invoices are paid monthly within 30 days of receipt.
