EMPOLYEE ASSISTANCE PROGRAM SERVICES

Erie County is seeking a qualified vendor to design, implement, and administer a comprehensive Employee Assistance Program (EAP) for county employees, library staff, and eligible family members. The contract will cover confidential counseling, 24/7 crisis response, work‑life resources, management consulting, training, promotion, utilization reporting, and quality‑assurance functions, with an optional “piggy‑back” extension to other municipalities. • Provide short‑term, solution‑focused counseling (in‑person, telephonic, and referral to long‑term care) for personal, family, behavioral‑health, and work‑related issues. • Operate a 24/7 toll‑free hotline, secure web/ mobile portal, and on‑site crisis response, plus post‑crisis follow‑up and aggregate reporting. • Deliver work‑life services (financial, legal, childcare, wellness coaching) and management consulting/training (mandatory‑referral process, mediation, quarterly in‑person sessions). • Produce promotional outreach (quarterly campaigns, new‑employee orientation video, brochures, ADA‑compliant website) and detailed utilization reports. • Administer the program with a dedicated account manager, performance standards, insurance, and the ability to extend the same terms to other Erie County municipalities.
