Description
The City of Indianapolis is seeking proposals to acquire, rehabilitate, and adaptively reuse the historic Old City Hall property. The work will be guided by the “Historic Preservation Plan – Old City Hall (HA‑41 – OCH)” adopted in 2017, which sets preservation objectives, criteria, and design standards for the building’s interior and exterior. The contractor will need to develop detailed design, engineering, construction, and project management plans that comply with the Secretary of the Interior’s Standards, coordinate with the Indianapolis Historic Preservation Commission, and ensure that any new additions respect the building’s historic character. The solicitation includes a series of walkthroughs for site familiarization and a question‑submission deadline, with final proposals due on August 28, 2026.
• Preserve and restore historic interior features (e.g., Tiffany‑style dome, scagliola columns, marble finishes).
• Design adaptive‑reuse solutions that allow new functions while maintaining historic façade and interior integrity.
• Provide full construction documents, cost estimates, and phased implementation plans in compliance with Indiana historic preservation statutes.
