Description

The Rhode Island Public Transit Authority (RIPTA) seeks a qualified contractor to design, construct, and commission an oil‑water separator system within its Transportation Building in Providence. The scope encompasses demolition of existing tanks, civil/structural excavation support, concrete foundations, installation of a 2,500‑gal separator, associated pumps, deep‑sump basin, extensive mechanical, electrical, and instrumentation work, and full compliance with federal, state, and local regulations (Buy‑America, Davis‑Bacon, OSHA, EPA, seismic, etc.). The contract will be awarded on a best‑value basis and requires extensive documentation, bonds, and insurance. • Civil/structural work: excavation support, foundations, removal of existing 1,000‑gal & 3,000‑gal tanks, new concrete slabs. • Mechanical & plumbing: supply/install 2,500‑gal separator, diaphragm pump, 1,500‑gal basin, new water/waste piping, valves, and controls. • Electrical & instrumentation: power distribution, control panels with oil‑level alarms, wiring, conduit, and grounding per NEMA‑4 standards. • Mandatory compliance: Buy‑America (≥70% domestic content), Davis‑Bacon prevailing‑wage, OSHA safety, EPA environmental, seismic design, and DBE encouragement. • Procurement requirements: over 20 mandatory forms, 5% proposal guarantee, 100% performance/payment bond within 20 days of award, and net‑60 payment terms after invoice approval.

Budget estimate

$1,000,000 – $5,000,000

No exact contract value is disclosed, but similar transportation‑facility construction projects with specialized mechanical/electrical systems in the New England region typically range from $1 million to $5 million. The estimate accounts for demolition, concrete work, a 2,500‑gal separator, pump and control systems, extensive electrical installation, bonding, insurance, and the required 120‑day performance warranty. Factors that could push the price higher include complex site conditions, premium material costs, or additional DBE participation; conversely, a streamlined design could keep costs toward the lower end.
