IPSWICH WATER TREATMENT PLANT, DWSRF 19229

The project involves constructing a new 2.5 MGD Water Treatment Plant located adjacent to the existing Ipswich Water Treatment Plant at 274 High Street, Ipswich, Massachusetts 01938. The project includes the construction of a new Water Treatment Plant, two-celled Chlorine Contact Tank, two-celled Clearwell, Finished Water Pumping Station, Spent Washwater Equalization Tank, a Generator, Stormwater BMPs and Yard Piping as well as rehabilitation of the existing Residuals Handling lagoons. The new Water Treatment Plant will be approximately 190 by 77 feet and will consist of a process area with a pre-oxidation tank, three DAF units, and three filters. There will also be chemical rooms, and an administration area.The total time period for completion of all Work required under this Contract is 913 consecutive calendar days. Work performed beyond the 913 consecutive calendar day period will be subject to liquidated damages in the amount of $2000 for each consecutive calendar day.BUY AMERICANA. This project is subject to American Iron and Steel (AIS) and Build America, Buy America Act (BABA) requirements. The amendments to the Clean Water Act, as part of WRRDA, apply the American Iron and Steel (AIS) requirements to all treatment works projects. Furthermore, BIL extends this procurement requirement to all SRF construction projects going forward with the inclusion of the Build America, Buy America Act (BABA). Starting on May 14, 2022, all steel, iron, manufactured products, non-ferrous metals, plastic and polymer-based products (including polyvinylchloride, composite building materials, and polymers used in fiber optic cables), glass (including optic glass), lumber, and drywall used in infrastructure projects for federal financial assistance programs must be produced in the United States. MassDEP ensures that the required procurement language is included in contracts and conducts field verifications of project compliance.B. This Project is subject to the American Iron and Steel requirements of P. L. 113-76, the Consolidated Appropriations Act of 2014.C. Refer to the “BABA and AIS Requirements” included in Attachment C.
