As-Needed Investigative Services

The City of San Diego is seeking an experienced private‑investigation/insurance‑adjusting firm to provide as‑needed investigative services across four categories: workers’ compensation investigations, liability investigations, surveillance, and special investigative unit (SIU) fraud investigations. The contract is “as‑needed,” with no guaranteed minimum volume; the City will pay only for services actually performed. Contractors must hold appropriate California Private Investigator and/or Insurance Adjuster licenses, meet experience thresholds, and adhere to strict reporting timelines (monthly invoicing, quarterly cost reports, and 60‑day status updates). The award will be a 5‑year maximum term, extendable only by ordinance, and will require compliance with extensive insurance, bonding, and Contractor Standards requirements.
