Description
The U.S. Customs and Border Protection Border Patrol K9 Center in El Paso, Texas is seeking three (3) dual‑purpose patrol canines (detection + apprehension) through a small‑business set‑aside RFQ. The award will be a firm‑fixed‑price purchase order; vendors must submit a completed proposal spreadsheet (Attachment 3) via email by the deadline and meet strict breed, age, health, and behavioral criteria detailed in the Statement of Work. CBP will conduct medical and performance testing, and any dog that fails within six months of acceptance must be replaced at no cost to the government. Vendors must be registered in SAM, comply with a wide array of FAR/HSAR clauses, and handle transportation to the Border Patrol Canine Academy.
• Provide up to three qualified working‑breed canines (German Shepherd, Belgian Malinois, Dutch Shepherd, etc.) aged 10‑36 months, fully vaccinated, micro‑chipped, and accompanied by required health documentation.
• Deliver dogs to CBP’s Canine Academy (11617 Iron Soldiers Way, El Paso, TX 79916) within 60 calendar days of award notification; CBP will care for the dogs for up to 7 days, after which vendors bear all costs.
• Meet extensive compliance requirements: small‑business set‑aside, SAM registration, E‑Verify enrollment, security‑prohibition clauses, reporting obligations, and warranty obligations (replacement within 30 days of defect notice).
