RFP - Municipal Audit Services

The Port of Newport is seeking a qualified public accounting firm to provide independent financial audit services for an initial five-year period, beginning with the FY 2025-26 financial statements, with two optional five-year extensions. The selected firm will be responsible for conducting an annual financial audit, single audit (if applicable), and providing required reports to the Oregon Secretary of State, Audits Division. The firm will also be expected to communicate with the Port's Director of Finance and provide an audit calendar, including timelines. The proposal should include the firm's experience, approach, and fee proposal, as well as a methodology for calculating future year billing rates. • The firm should have experience providing audit services to public entities and organizations. • The firm should identify the partner, manager, and in-charge accountant proposed for this engagement. • The firm should describe its audit approach, including staffing, use of affiliates (if any), areas of audit emphasis, and communication protocols with management and the Board. • The firm should provide a fee proposal, including the current billing rate for each associate, manager, or partner that will work on the audit. • The firm should explain how it bills for technical consultation or questions that arise outside the annual audit.
