Budget estimate

$30,000,000 – $70,000,000

The solicitation requires bidders to have completed at least one $50 M public‑works project, indicating the overall contract value is likely in the $30 M–$70 M range. Considering the extensive civil, structural, mechanical, and electrical scope across two plant sites, a reasonable estimate for the award amount would be roughly $30 million on the low end (limited to core upgrades) up to $70 million on the high end (full equipment replacement, extensive demolition, and premium ultra‑low‑emission flare systems). Factors influencing the final figure include the final design specifications, material cost fluctuations (especially for steel and specialty flare equipment), and any additional environmental compliance requirements.
