Notice of Intent to Sole Source for Direct Link Crisis Response System

The City of Port St. Lucie intends to enter into a non-competitive contract for the purchase of a Direct Link Crisis Response System, Evolution Model. The system includes a command/control module, at least one remote data access module, one Evolution specific throw phone kit with up to 1,000 feet of wire/cable, and accessories. The system is proprietary and can only be obtained from Enforcement Technology Group Inc. The purchase is justified due to the system's unique features and the fact that the current system is no longer supported. Key features of the system include: • 2-way full-duplex verbal audio communications • Auto record communications audio for later play back • 2-way non-verbal instant messaging • Auto save text log for later review • Built-in speak to allow negotiator to hail or broadcast commands • Stream video from 6 covert cameras • Auto record video from 6 covert cameras for later play back • Stream covert audio from built-in microphone • Ability to visually display a scrolling message to throw phone • Built-in Bluetooth for cell phone negotiations • Ability to have multiple modular RDAC boxes for 2-way messaging and 2-way audio communications • HDMI out to TV's or computer monitors • Audio in and external audio out ports The system is compatible with existing equipment and is required to match the existing system. The purchase price is $35,000.00, which is considered fair and reasonable based on historical pricing comparisons and market research.
