The City of Orange seeks a qualified consultant to provide comprehensive environmental documentation, technical studies, and full civil/structural engineering design for the Santiago Creek Multipurpose Trail Extension, including two prefabricated pedestrian/bicycle bridges and associated infrastructure. The scope covers NEPA/CEQA compliance, hydraulic and flood‑mapping analysis, right‑of‑way engineering, surveying, landscape and irrigation design, and preparation of final construction‑ready plans and specifications. • Deliver NEPA (National Environmental Policy Act) and CEQA (California Environmental Quality Act) studies, including IS/MND documentation. • Perform hydraulic modeling, FEMA CLOMR/LOMR revisions, and flood‑plain analysis for the creek corridor. • Design trail alignment, grading, drainage, retaining walls, and two prefabricated pedestrian bridges, plus full landscape and irrigation plans. • Provide surveying, right‑of‑way engineering, geotechnical investigations, and all required construction‑ready drawings, specifications, and cost estimates through phased design milestones.
