The City of San Antonio’s Aviation Department seeks a qualified contractor to design, construct, operate, and maintain an off‑site Centralized Receiving and Distribution Center (CRDC) that will serve San Antonio International Airport. The contractor will be responsible for all capital improvements, TSA‑approved cargo screening, warehousing (dry, refrigerated, frozen), and delivery of food, beverage, consumable, and non‑food supplies to concessionaires, lounges, airline catering units, and other authorized tenants. The contract is cost‑reimbursable, runs for ten years, and requires the contractor to finance the facility and related equipment, with reimbursement amortized over the contract term. • Design, build, and operate a secure, TSA‑certified warehouse that handles 100 % screening of all inbound merchandise. • Provide storage (dry, refrigerated, frozen), order‑picking, and 24/7 delivery to airport terminals via Gate 1, meeting all federal cargo security regulations (49 CFR Parts 1542, 1544, 1548, 1549). • Finance all capital improvements (racking, dock equipment, cooling systems, security systems) and bear the risk of un‑amortized costs except for City‑initiated termination for convenience.
