The State of South Dakota seeks a qualified data‑center vendor to provide a modern, resilient, and secure physical hosting environment, migrate the State’s existing hardware, and operate the facility for a ten‑year term (with up to two one‑year extensions). The contract covers full migration planning, implementation, testing, ongoing operations, and compliance with extensive security and resiliency standards (NIST 800‑53, IRS Pub 1075, CJIS, etc.).
• Provide Tier‑III/IV data‑center colocation services meeting ≥ 99.999 % availability, redundant power, cooling, fire suppression, and 24/7 controlled physical access.
• Execute migration of heterogeneous enterprise hardware (servers, storage, network gear, mainframes) from State‑owned sites to the vendor’s facility, including planning, transport, rack‑level installation, and cut‑over.
• Deliver comprehensive security compliance (SOC 2 Type II, ISO 27001, PCI‑DSS, GovRamp, etc.), continuous monitoring, incident‑response reporting, and annual audits.
• Supply change‑management, testing, validation, and post‑implementation support services, with defined SLA response times (critical remote‑hands ≤ 1 hour, routine ≤ same day).
• Align with State’s identity‑access (OAuth 2.0/OpenID Connect) and MFA requirements, and ensure all data resides within the continental United States.
