Description

The City of Spokane is seeking a qualified vendor to provide comprehensive domestic‑violence screening, assessment, and treatment services for participants of the Domestic Violence Intervention Therapeutic Court. The contractor will be responsible for conducting screenings and assessments for up to 50 participants per year, delivering individual and group counseling, case management, and a continuum‑of‑care model, and maintaining an on‑site service facility within Spokane County. Services must be trauma‑informed, language‑accessible, and provided at no out‑of‑pocket cost to participants, with a minimum service duration of six months per participant. The contract is initially for one year with the possibility of up to four additional one‑year extensions, funded through a Washington State Administrative Office of the Courts grant. • Conduct DV screenings, initial assessments, and periodic reassessments for up to 50 participants annually. • Provide evidence‑based counseling (individual, group, case management) and develop continuing‑care plans. • Maintain an on‑site facility in Spokane County, ensure language access, and cover participant costs without charge. • Submit cost proposals for reimbursement via the AOC grant; comply with City’s terms and conditions, licensing, insurance, and reporting requirements.

Budget estimate

$300,000 – $800,000

No explicit budget is disclosed, but typical contracts for comprehensive DV screening and treatment for ~50 participants range from $300,000 to $800,000 annually, depending on staffing levels, intensity of services (individual vs. group), language‑access provisions, and overhead costs. The grant reimbursement structure and the one‑year term suggest a mid‑range estimate of about $500K, with a possible low of $300K for a lean operation and a high of $800K for a full‑service, multilingual provider.
