Description

The United States Air Force, on behalf of the Army Transformation and Training Command (T2COM), is seeking a contractor to provide continuous facilities access control services at Joint Base Langley‑Eustis, Virginia. The contractor must staff an access‑control supervisor and four access‑control posts (including 24‑hour coverage for one post) across buildings 601, 661, and 950, manage electronic security systems, conduct visitor processing, maintain logs, and perform random antiterrorism inspections. Personnel must hold Tier 3 clearances (Secret) and complete multiple mandatory trainings (AT Level I, iWATCH, OPSEC, etc.). The contract also requires a Mission Essential Contractor Services Plan, adherence to strict appearance standards, and submission of daily logs and quality‑control documentation. • Provide manned access‑control posts (varied duty hours, 24‑hour coverage for one post). • Administer and monitor electronic security systems (ESS). • Process visitors, issue badges, maintain visitor logs. • Conduct random antiterrorism measures and emergency response actions. • Meet extensive security clearance, training, and reporting requirements.

Budget estimate

$2,000,000 – $5,000,000

The solicitation does not disclose a contract value. Based on comparable DoD security‑guard contracts covering multiple 24‑hour posts, required clearances, training, and daily reporting, an annual spend in the range of $2 million to $5 million is reasonable. Factors influencing the final amount include the number of personnel required (approximately 5‑6 full‑time staff), overtime for 24‑hour coverage, training costs, and overhead for security‑clearance processing.
