The Federal Communications Commission’s Office of Economics and Analytics (OEA) is conducting market research to identify vendors capable of providing Optimization and Research Support (OARS) services. The effort focuses on auction optimization research, algorithmic and math validation testing, broadband data collection verification, development of analytical tools and scripts, and full‑scale program/project management in accordance with PMBOK standards. Respondents must demonstrate expertise in complex auction designs (e.g., combinatorial, clock, reverse, incentive auctions), data analytics on national broadband datasets, and the ability to produce technical documentation, risk‑management plans, and proof‑of‑concept models. The RFI is voluntary, non‑binding, and serves as a precursor to potential future solicitations.
• Conduct auction‑optimization research and test winner‑determination logic.
• Perform Algorithmic & Math Validation (A&MV) testing on FCC optimization tools (e.g., FABS).
