Request for Proposals for the Lease or Purchase of the Coffin Elementary School

The Town of Marblehead is seeking a developer or investor to either purchase outright or enter a long‑term (up to 99‑year) ground lease for the former Coffin Elementary School site (approximately 3.3 acres, 30,000 sf of existing building). The selected party must redevelop the property exclusively for residential housing, adhering to Single‑Residence zoning requirements and incorporating any combination of affordable, senior, veteran, workforce, or first‑time‑homebuyer units. Preferred proposals preserve the historic building where feasible, provide designated open‑space amenities (playgrounds, dog park, community garden, etc.), and meet parking and setback standards. A mandatory 10 % proposal security is required, and the award is expected at the May 2027 Town Meeting.
