The Joint Personnel Recovery Agency (JPRA) seeks a contractor to deliver an on‑site, multi‑day Ubiquitous Technical Surveillance (UTS) Vehicle Tradecraft training course for 12‑20 PRA instructional staff at Fairchild AFB, WA. The contractor must provide all instructional materials, demonstration vehicles, and technical equipment to cover vehicle‑based tracking vulnerabilities, signature management, technical inspection, and scenario‑based evasion. Training consists of two consecutive in‑person days (≥16 instructional hours) plus a pre‑course online component (≥6 hours). The government supplies classroom space, AV equipment, and some vehicles; the contractor supplies at least one vehicle and all specialized tools.
