FY26 MDAR Departmental RFR- MA Animal Fund Animal Control Officer Trainers

The Massachusetts Department of Agricultural Resources is seeking experienced individuals or organizations to provide instruction for the Core Competencies Course and/or Continuing Education Training to Massachusetts animal control officers as part of the Massachusetts Animal Fund Animal Control Officer Training Institute. The selected contractors will provide training throughout the year at mutually agreed upon dates, times, and reimbursement rates. The contract duration will be up to 8 years, with the earliest start date being July 1, 2025, and the end date being June 30, 2034. • The Core Competencies Course will cover topics such as Massachusetts state laws, record-keeping and report writing, companion animal identification, behavior, and safe handling, wildlife, and emergency preparedness. • The Continuing Education Training will cover topics such as agricultural animals, animal cruelty investigations, animal hoarding, animal impounding, capture and safe handling, communications, community engagement, compassion fatigue, emergency preparedness, exotic animals, fundraising, Massachusetts state law, officer safety, and rabies. • The contractors must be able to provide instruction for up to 50 officers annually and promote their partnership with the Fund on any website, social media platform, or printed material associated with the course. • The contractors must be compliant with Commonwealth-mandated reimbursement documentation requirements and procedures and maintain open communication with the coordinator of the Fund about their participation in the Program.
