Description
The U.S. Department of State’s Bureau of Human Resources seeks a qualified organization to manage all operational, logistical, and administrative functions for the 2027 Thomas R. Pickering Graduate Foreign Affairs Fellowship selection process. The award is a 3‑to‑6‑month cooperative agreement (December 2026 – March 2027) with a ceiling of $85,855. The contractor will screen applications, operate a secure scoring portal for 18 panelists, coordinate Washington, D.C. interview and essay panels, process per‑diem honoraria, and deliver final selection data to HR/OFI. Successful execution will result in the identification of 10 Fellows and alternates and ensure compliance with federal standards.
• Manage end‑to‑end candidate screening of 100 % of applications by Jan 2027
• Provide secure electronic portal access for 18 selection panelists and select 90 semi‑finalists by Feb 2027
• Coordinate 3.5‑day interview panel and 2‑day essay panel in Washington, D.C., including travel, lodging, and $500/day honoraria
• Issue notifications to selected Fellows within two working days of HR approval and transfer full data package within two weeks of selection completion
• Maintain full fiscal compliance with per‑diem limits and 2 CFR 200 regulations
