Neighborhood Services Tow Program

The City of Colorado Springs seeks a qualified towing contractor to provide 24/7 impound towing services for its Neighborhood Services unit, covering abandoned vehicles, seized vehicles, and oversized items both within and outside city limits. The contractor must maintain a principal office and storage lot inside Colorado Springs, hold all required permits, and meet strict response‑time, equipment, and documentation standards. The contract is a fixed‑unit‑price agreement with a base year (2027‑2028) and up to four optional one‑year extensions, totaling up to five years of service. • Provide tow units capable of handling vehicles up to and over 10,000 lb GVWR, equipped with dollies, winches, unlock tools, and cleanup equipment. • Maintain 24/7 dispatch capability with a single, always‑available telephone number; respond to calls within 45 minutes. • Manage impound storage in a secure, fenced facility, handle owner notifications, and submit daily invoices with detailed tow records (photos, inventories, etc.).
