The U.S. Navy’s Surface Combat Systems Training Command (SCSTC) seeks qualified contractors to provide a hybrid Cost‑Plus‑Fixed‑Fee (CPFF) Level‑of‑Effort and Firm‑Fixed‑Price (FFP) task‑order for instructor services, curriculum development, and program‑management support. The effort covers delivery of classroom and mobile‑team training, development of new curricula, support for emerging training requirements, and extensive reporting across multiple domestic and international sites. The contract will be structured with a 12‑month base period and up to four additional 12‑month option years, totaling a potential 60‑month performance window. Contractors must provide cleared personnel, meet specific cybersecurity certification levels, and have capability to travel to numerous Navy training facilities worldwide.
• Provide instructional delivery, curriculum maintenance, and emergent training for surface‑combat systems (e.g., LCS, DDG‑1000, Aegis).
• Manage task‑order execution, quarterly POAMs, monthly reports, and required IPRs while complying with rigorous security, safety, and OPSEC requirements.
• Supply qualified staff with required experience, DOD cyber‑workforce certifications, and AI/ML competencies, and support extensive travel to sites such as Norfolk, San Diego, Yokosuka, and others.
