The City of Raleigh is establishing a city‑wide standby master contract for emergency debris removal services that can be activated after hurricanes, severe storms, floods, tornadoes or other disasters. Qualified firms must be able to provide rapid response debris clearance, loading, hauling, processing, disposal, hazardous tree and hanger removal, and related waste‑management activities across all Raleigh‑controlled rights‑of‑way, parks, utility easements (including merged communities), greenways and cemeteries. The contract will be used on an as‑needed basis by any City department once a written activation (Notice to Proceed, Task Order, etc.) is issued. Proposals are due October 22, 2026; a virtual pre‑proposal conference is scheduled for October 8, 2026 (non‑mandatory). The award is expected December 2, 2026 with contract start January 1, 2027.
• Scope includes vegetative debris grinding, hazardous tree removal, load‑haul services, debris staging, disposal site management, and compliance with FEMA Public Assistance requirements.
• Contractor must maintain equipment, staffing, safety, environmental compliance, and provide documentation for billing and FEMA reporting.
• Submissions must be delivered in hard copy to the Procurement Division and an electronic PDF copy on a USB drive.
• Evaluation will consider technical capability, experience, past performance, pricing, and ability to meet federal, state and local regulations.
