Passenger Rail Study RFP

The Bismarck-Mandan Metropolitan Planning Organization (MPO) is seeking proposals from qualified consultants for a Passenger Rail Station Siting Study. The project has a budget of $225,000 and proposals are due by 4:00 PM (CST) on Friday, May 15, 2026. The MPO will use a qualifications-based selection criteria to analyze technical proposals and interviews from responding consultants. • The project involves a Passenger Rail Station Siting Study • The MPO reserves the right to reject any or all proposals • Proposals must be no more than eight pages in length, with appendix material and cover page not counting towards the page limit • Respondents must submit one electronic copy of the proposal • The MPO will notify shortlisted firms in writing or by phone, with successful candidates receiving date, time, and location information for interviews
