The State of North Dakota Game and Fish Department is seeking a firm‑fixed‑price contractor to design, produce, distribute, and process a series of statewide harvest surveys for hunters and anglers. The work includes mixed‑mode (email + mail) questionnaire development, printing and mailing of two‑sided paper surveys for three specific surveys, real‑time online data capture, data entry, quality assurance/quality control, and delivery of cleaned data sets and scanned images within roughly ten weeks after each season closes. The contract is for an initial one‑year term with up to three optional one‑year renewals and a further optional twelve‑month extension, for a possible total duration of five years.
• Conduct mixed‑mode (email and mail) surveys covering fishing, fishing preference, early Canada goose, spring light goose, furbearer hunting, and furbearer trapping.
• Produce and mail two‑sided questionnaires (questionnaire + map) for the three mail‑based surveys, handling address correction, USPS processing, and return‑envelope logistics.
• Provide real‑time URL/webhook access to raw email‑survey data, enter all responses into Excel datasets, perform QA/QC, and deliver scanned images and handwritten‑notes files.
• Meet delivery deadlines (initial email wave within two weeks of season close, mail follow‑up after two weeks, final deliverables ten weeks after season close) and comply with ADA accessibility, data‑security, insurance, indemnification, and other state contractual requirements.
