Request for Proposals - Animal Services Operational Assessment

The City of Salina seeks a qualified consultant to conduct a comprehensive operational assessment of its municipal animal shelter. The assessment will evaluate the physical facility, shelter operations, animal care, community engagement, volunteer program, finance, data management, leadership, and veterinary services, and will deliver a detailed report with recommendations, cost estimates, and a presentation to city leadership. • Review of facility layout, condition, ADA compliance, and capital improvement needs. • Analysis of shelter processes (intake, adoption, euthanasia, foster, veterinary care) and financial performance, including budgeting and grant‑seeking opportunities. • Evaluation of data systems, KPIs, community outreach, volunteer management, and organizational leadership, culminating in an executive summary, prioritized action plan, cost estimates, and stakeholder presentation.
