Child Welfare Workforce Training & Development

The State of Idaho’s Department of Health and Welfare is soliciting proposals from a public or non‑profit private university to deliver comprehensive child‑welfare workforce training and development services across the state. The contractor will operate three regional hubs, staff six trainers (five full‑time, one three‑quarter‑time), provide on‑boarding academies, ongoing skill‑building workshops, on‑site coaching, supervisor training, and professional consultation, and must manage a full suite of reporting, curriculum updates, and quality‑assurance activities. The contract is a three‑year, reimbursement‑budget agreement with a potential extension to five years, and must comply with Title IV‑E funding restrictions, licensing requirements, and extensive insurance mandates. • Provide a “Child Welfare Academy” for new hires (minimum once per quarter per hub) and continuous workforce development for existing staff. • Deploy six qualified trainers (LMSW‑licensed or waived) to three geographic hubs (North, West, East) with mandatory quarterly field‑office visits (≥ 3 visits per office per quarter). • Deliver curriculum development, e‑learning modules, pre/post‑test assessments, monthly newsletters, and quarterly/annual reporting as outlined in the RFP appendices.
