The effort includes removal of existing equipment, deep system flushing, replacement of compressors, condensers, evaporators, TXVs, hoses, accumulator bladders, and associated piping, followed by re‑assembly, testing, and documentation. The solicitation is set‑aside for total small‑business participation and will be awarded on a firm‑fixed‑price basis using simplified acquisition procedures.
• Perform complete teardown, inspection, and condition‑found reporting (CFR) for NR1 and NR2 refrigeration systems.
• Replace government‑furnished compressors, condensers, and evaporators; provide all other parts and labor (including high‑volume flushing chemicals, flex hoses, accumulator bladders, TXVs, refrigerant, oil).
• Execute final system flush, nitrogen pressure test, refrigerant charging, and operational testing in the presence of a Coast Guard inspector.
• Work must be completed within one of three six‑week POP windows (19 Oct‑30 Nov, 26 Oct‑7 Dec, or 2 Nov‑14 Dec 2026).
