Enhanced Use Lease for High-End Mixed-Use Residential & Commercial Facilities

The Department of the Army is soliciting proposals for an Enhanced Use Lease (EUL) of non-excess land at Joint Base Myer-Henderson Hall. The selected Offeror will be responsible for designing, financing, permitting, developing, constructing, installing, owning, maintaining, operating, securing, and decommissioning the proposed project. The project may be for high-end mixed-use residential and commercial facilities, a conference and events center, or a combination of both. The lease term will be 50 years, with an option to renew. The Offeror will be required to provide consideration in the form of in-kind, cash, or a combination thereof, not less than the fair market rental value of the lease interest. Some key points to consider include: • The Offeror will be responsible for all costs associated with the project, including utilities, infrastructure, and environmental mitigation. • The Offeror will be required to comply with all applicable federal, state, and local laws and regulations. • The Offeror will be required to provide a conference and events center for the Department of the Army's sole use, if proposing Project Option 1. • The Offeror will be required to construct the conference and events center within 30 months of execution of the Business Terms Agreement.
