On-Call Right-of-Way Services for Planning & Public Works

Pierce County is seeking qualified consultants to provide right-of-way acquisition and relocation services on an on-call or as-needed basis. The selected consultant will be responsible for negotiating with property owners, preparing and administering documents, and performing relocation services in accordance with federal, state, and agency standards. The consultant will work under the direction of a County Right-of-Way Agent or Supervisor and must comply with Federal Highway Administration and Washington State Department of Transportation regulations. Some key responsibilities include: • Negotiating with property owners to acquire property rights • Preparing and administering documents, including offer letters and acquisition documents • Performing relocation services, including identifying special needs of displaced persons and providing suggested resolutions • Maintaining records in accordance with statutory, regulatory, and local agency requirements • Providing certification advisory review services as necessary The County may award multiple contracts under multiple categories, and the selected consultant will be expected to enter into a contract that is substantially the same as the Sample Contract and its General Terms and Conditions.
