Trash Collection RFP - SOUTH & SOUTHWEST districts

The City of Portland is seeking a contractor to provide trash collection services for approximately 150 trash cans in the South and Southwest districts. The contractor will be responsible for emptying the trash cans two times per week and disposing of the contents. The contract is expected to be for an initial five-year term. The city is looking for a contractor who can provide regular emptying of the trash cans and disposal of their contents, as well as respond to emails and phone calls within one business day. The contractor must also have a communications protocol in place to pass along driver observations about the condition of the trash cans. • The contractor must own, finance, or lease at least one primary collection vehicle and one additional collection vehicle with adequate backup capacity. • The contractor must comply with Portland City Code and Bureau of Planning and Sustainability Commercial Administrative Rules related to collection vehicles. • The contractor must provide a schedule that provides consistent service throughout the week to reduce trash overflow and maintain a pleasing appearance. • The contractor must select routes and practices that minimize fuel use, labor hours, and noise complaints. • The contractor must propose a plan for obtaining and operating an additional collection vehicle to maintain continuity of trash collection services in the event the primary vehicle is disabled.
