RFQ for Impact Fee Implementation and Capital Planning

The City of Siloam Springs, Arkansas is seeking a qualified professional firm to conduct Phase 1: Impact Fee Implementation & Capital Planning. The selected consultant will utilize existing City studies, models, and planning documents to support the implementation of water and wastewater impact fees and to develop a coordinated 5-year Capital Improvement Plan (CIP). The scope of services includes compiling and summarizing existing information, confirming the City's objectives, defining the scope and limitations of Phase 1, and identifying critical data gaps. The consultant will also evaluate the consistency and usability of existing materials for impact fee development and capital planning. Key aspects of the job include: • Compiling and summarizing existing information related to the City's water and wastewater systems • Confirming the City's objectives for implementing impact fees • Developing a 5-year Capital Improvement Plan focused on projects required to serve anticipated growth • Developing a development impact fee methodology consistent with applicable constitutional and statutory principles • Providing clear documentation supporting the methodology to ensure transparency and defensibility • Delivering editable electronic calculation models, spreadsheets, and supporting worksheets used in preparation of the fee calculations
