Description

Memphis‑Shelby County Schools (MSCS) is seeking a licensed insurance carrier to provide a comprehensive suite of voluntary employee‑paid benefit products—including accident, critical illness, hospital indemnity, short‑term disability, whole‑life, supplemental dental, and supplemental vision—along with full integration into the district’s existing BenTek/Alliant benefits‑administration platform. The contract will run for an initial three‑year term (with up to two one‑year extensions) and requires robust EDI 834 and API capabilities, secure employee self‑service portals, and compliance with a wide range of federal and state regulations. Vendors must submit both a sealed hard‑copy and an electronic copy of their proposal by the extended deadline. • Provide voluntary insurance products (accident, critical illness, hospital indemnity, STD, whole life, dental, vision) directly as a carrier. • Integrate with MSCS’s BenTek/Alliant platform via EDI 834 and preferably real‑time API, meeting SOC 2 Type II (HITRUST) security standards. • Deliver implementation, communication, and claims‑administration services to support open enrollment (target Oct 1‑Nov 30, 2026) for roughly 12,000 full‑time employees. • Maintain required insurance coverages (CG $2 M, PL $5 M, Cyber $5 M, etc.) and an AM Best rating of at least A‑. • Meet performance metrics for claim processing (FNOL ≤ 2 BD, clean‑claim payment ≥ 98 %).

Budget estimate

$500,000 – $2,000,000

Based on the size of the employee base (≈12,000 full‑time staff) and typical voluntary benefit premiums (roughly $20‑$30 per employee per month), annual premium revenue could range from $2.9 M to $4.3 M. After accounting for commissions, administrative fees, and operational costs, the net earnings for the carrier over the three‑year base term are likely to fall between $0.5 M and $2 M. Extensions could increase the high end proportionally.
