Description

The U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) intends to issue a call against a Blanket Purchase Agreement (BPA) for binary explosives. The binary explosives are to be used in various applications such as removing beaver dams without causing damage to the culvert. The explosives must meet specific performance and characteristic requirements, including being able to be initiated with a number 8 detonator or 10 gram per meter detonating cord, having a density of 1.2 grams/cubic centimeter, velocity of detonation of 6300 meters/second, and a detonation pressure of 121 kiloBars. • The binary explosives should consist of two separate components: oxidizer and fuel, which are not explosive before mixing and do not have to be transported or stored as explosives. • The components should be able to be mixed and have a long shelf life when stored in their pre-mixed, inert state at proper storage conditions. • The contractor shall ensure that instructions for proper storage are included on the containers or with the shipments. • The contractor shall submit invoices to Kirsten Bradshaw after the deliverables have been accepted by the government. • The contractor shall comply with various Federal Acquisition Regulation (FAR) clauses, including those related to commercial products and services, labor standards, and environmental protection.

Budget estimate

$100,000 – $500,000

Given the information provided in the document, it's difficult to estimate the exact budget for this contract. However, considering the nature of the contract, which involves the supply of binary explosives for various applications, the budget could potentially range from $100,000 to $500,000 per year, depending on the quantity and type of explosives required. Factors that may influence the likely payment range include the frequency of beaver dam removal operations, the quantity of explosives needed for each operation, and the duration of the contract. Additionally, the budget may be affected by the cost of producing and delivering the binary explosives, as well as any additional services or support required by the USDA APHIS.
