Description
The Johnson County Wastewater (JCW) department seeks a qualified engineering consulting firm to provide pre‑design, detailed design, and construction‑phase engineering services for major upgrades to the solids processing train and digester system at the Douglas L. Smith Middle Basin Wastewater Treatment Facility in Overland Park, KS. The effort includes preparation of a Basis of Design Report, detailed design of a new dewatering building, digester rehabilitation, and coordination with a Construction Manager at Risk (CMAR). The contractor will also manage project administration, public‑relations outreach, asset‑management integration, and deliver regular progress reports and invoicing.
• Scope covers digester rehabilitation, conversion of a secondary digester to primary, new digested sludge storage tank, and a new dewatering building with associated equipment.
• Deliverables include Basis of Design Report, detailed design packages, construction‑phase services, monthly progress reports, public‑relations website, and asset onboarding documentation.
• Project management duties: kickoff, bi‑monthly progress meetings, monthly invoicing, coordination with CMAR, and public outreach to nearby residents and businesses.
• Timeline: Mandatory pre‑proposal meeting 9/2/2026, question deadline 9/21/2026, proposal submission 10/1/2026, interviews week of 11/9/2026, award 2/25/2027, work to begin 3/15/2027.
• Required qualifications: experience with wastewater treatment plant design, civil/structural/mechanical engineering, environmental compliance, and ability to maintain plant operations during construction.
• Insurance and bonding requirements are extensive (minimum $1M CGL, $1M professional liability, workers’ comp, etc.).
