Description

The Department of Veterans Affairs (VA) is seeking a Service‑Disabled Veteran‑Owned Small Business (SDVOSB) to provide a commercial, off‑the‑shelf, web‑based subscription to a core collection of Wiley journals for the Veterans Health Administration. The contract will be a firm‑fixed‑price, 12‑month base period with four optional one‑year extensions. The vendor must be an authorized reseller of Wiley content and must support unlimited simultaneous users across the VA network, with IP‑based authentication, 508 compliance, and 24/7 technical support. Pricing will be evaluated using a Lowest‑Price‑Technically‑Acceptable (LPTA) methodology; the lowest‑priced offer that meets technical requirements will be awarded. Submission is via email only, with questions due Sept 15 2026 and quotes due Sept 18 2026.

Budget estimate

$200,000 – $500,000

Wiley’s enterprise journal subscriptions for a large federal health system typically range from a few hundred thousand dollars to well over a million, depending on the number of titles and user licenses. Given the VA’s nationwide user base and the inclusion of multiple collections (core, medical & nursing, specialty titles), a reasonable ball‑park is $200,000 – $500,000 for the 12‑month base period, with each optional year likely at a similar level. The estimate assumes a competitive SDVOSB price and does not include potential discounts for multi‑year extensions.
