Description
Livingston Parish Government is seeking qualified, licensed architectural firms to prepare a Statement of Qualifications (SOQ) for design services related to an Emergency Response and Evacuation Center. The project will be delivered under a Construction Management at‑Risk (CMaR) delivery method, with a fixed‑price contract to be negotiated after award. The selected firm must be able to provide an audited overhead rate for cost‑reasonableness and will need to incorporate the Parish’s standard contract provisions. The solicitation emphasizes minority, veteran, women‑owned, and disadvantaged business participation.
• Scope – Full architectural design services for a new Emergency Response and Evacuation Center (conceptual, schematic, design development, construction documents, and construction‑admin).
• Delivery – Fixed‑sum contract negotiated post‑award; CMaR procurement framework.
• Requirements – Licensed architectural firm, SOQ submission, audited overhead rate, compliance with HUD, Louisiana OCDC, and Federal CFR (2 CRF 200) guidelines.
• Evaluation – Highest recommendation based on committee review of SOQ and work references; minority‑business participation encouraged.
• Submission – Hand‑delivered, mailed, or electronic via Central Bidding no later than July 16, 2026, 3 PM.
