Louisiana Bids and Bidding Guide

Louisiana state agencies advertise through LaPAC, the Louisiana Procurement and Contract Network run by the Office of State Procurement, where vendors filter opportunities by agency and category. New Orleans runs its own purchasing department, and the state's 64 parishes each buy separately — Louisiana uses parishes rather than counties, the only state that does.

Why Does Louisiana Have Parishes Instead of Counties?

It comes from the state's French and Spanish colonial heritage. Louisiana's legal system is rooted in French and Spanish civil law rather than English common law, which makes it the only state whose law works that way — and the parish, an administrative unit inherited from the colonial church districts, came with it. Louisiana and Alaska are the only two states that do not use the word county.

For a bidder the practical point is simple: searching for "Louisiana county RFPs" returns nothing useful, and the 64 parishes are the local buyers. Underneath and alongside them sit the school boards, the levee districts and the port districts, all purchasing on their own authority.

Where Are Louisiana RFPs Posted?

  • LaPAC — the primary portal for state solicitations, searchable and filterable by agency and category.
  • LaGov vendor enrollment — registration plus email notification of matching bidding opportunities. This is the step that changes everything, and it is usually buried.
  • New Orleans Purchasing — the city runs its own department and posts its own bid opportunities.
  • 64 parishes and their school boards — each with separate purchasing and separate vendor lists.
  • Levee and port districts — distinctively Louisiana: flood protection, coastal restoration and maritime infrastructure work.
  • DOTD — the Department of Transportation and Development, for highway, bridge and infrastructure lettings.

What Do You Need Before You Can Bid in Louisiana?

  1. Complete vendor enrollment and turn on LaGov email notifications for your categories. Browsing LaPAC manually works; being notified works better, and most new Louisiana bidders never find this step.
  2. Check the Office of State Procurement's quick links for state contracts already in place. If a statewide contract covers what you sell, its renewal is your opportunity rather than the next open RFP.
  3. Register with the parishes and school boards you serve. LaPAC does not reach them, and between them they issue a large share of Louisiana's solicitations.
  4. Add the levee and port districts if you touch coastal, marine or flood work. Louisiana buys a great deal of this work, and much of it sits outside general state listings.

Which Louisiana Cities and Parishes Issue the Most RFPs?

Activity concentrates along the Mississippi corridor and the Gulf coast, and the economy behind it is distinctive: energy and petrochemicals, port and maritime logistics, agriculture and seafood, healthcare, and a substantial film production industry.

  • East Baton Rouge Parish — the state capital: government facilities, petrochemical corridor support, infrastructure.
  • Jefferson Parish — the largest suburban parish: drainage, roads, public facilities, coastal protection.
  • Orleans Parish and New Orleans — tourism and hospitality infrastructure, port operations, historic preservation, flood systems.
  • St. Tammany Parish — fast residential growth north of Lake Pontchartrain: schools, roads, utilities.
  • Caddo Parish and Shreveport — the northwest regional center for healthcare, education and municipal services.
  • Lafayette Parish — the energy services hub of Acadiana, plus healthcare and university-adjacent work.
  • Calcasieu Parish and Lake Charles — LNG and petrochemical construction, industrial services, hurricane recovery work.
  • Ouachita, Livingston and Tangipahoa parishes — Monroe and the growing corridors east of Baton Rouge: regional services and infrastructure.
  • Kenner, Bossier City, Alexandria and New Iberia — municipal buyers with airport (Kenner), military-adjacent (Bossier City) and port (New Iberia) activity, plus Alexandria as a central regional hub.

How Do You Find the Right Louisiana RFP?

LaPAC covers state agencies. New Orleans, Baton Rouge, the 64 parishes, the school boards and the port districts each buy separately — good for opportunity, less so for your morning. Bid Banana searches 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily. Filter to Louisiana and narrow by agency, industry or NAICS code, then save the search so new Louisiana bids arrive in one email digest, daily or weekly, at the hour you pick. It is $49.99 a month or $479.99 a year, with a 7-day free trial.

Vary your search terms when results come back thin — for construction work, try repairs, renovation and refurbishment separately, because agencies use all three. Then read whatever you shortlist properly: evaluation criteria, submission requirements and deadlines decide more Louisiana bids than proposal quality does, and the issuing agency names a contact precisely so you can ask about anything ambiguous.

Where Should You Start With Louisiana RFPs?

  1. Enroll as a vendor and switch on LaGov email notifications. It is the single highest-return step in Louisiana and it is easy to miss.
  2. Pick a corridor — Baton Rouge petrochemicals, New Orleans port and tourism, Lake Charles industrial, or the northern regional centers. They buy very differently.
  3. Add the levee and port districts. Coastal protection and flood infrastructure is a major category in Louisiana.

Louisiana's structure is genuinely different from every other state's, and the vendors who do well here are the ones who learned the parish and district layer rather than stopping at LaPAC.

FAQs

Where are Louisiana RFPs posted?

LaPAC — the Louisiana Procurement and Contract Network, run by the Office of State Procurement — is the primary portal for state solicitations, with filtering by agency and category. New Orleans has its own purchasing department, and the 64 parishes and school boards advertise separately.

What is LaPAC?

LaPAC is Louisiana's central procurement portal, where state agencies post RFPs and other opportunities. Vendors can search and filter by agency and category, and register through the vendor enrollment portal to receive email notification of matching bidding opportunities in LaGov.

How do I register as a Louisiana state vendor?

Through the vendor enrollment portal linked from the Office of State Procurement site. Registering also lets you sign up for email notifications of bidding opportunities in LaGov, which is considerably more reliable than checking the portal manually and is the step most new Louisiana bidders skip.

Why does Louisiana have parishes instead of counties?

It comes from the state's French and Spanish colonial heritage — Louisiana's legal system is rooted in French and Spanish civil law rather than English common law, unlike every other state. Louisiana and Alaska are the only two states that do not use the term county.

Which Louisiana parishes have the most contracting activity?

East Baton Rouge and Jefferson lead, followed by Orleans, St. Tammany and Caddo. Lafayette and Calcasieu carry significant volume too, particularly for energy and industrial work along the Gulf coast corridor.

What industries win the most Louisiana contracts?

Common categories include energy and petrochemicals, port and maritime logistics, construction and coastal infrastructure, and healthcare. Louisiana's film industry and its agriculture and seafood sectors generate steady supporting service contracts as well.

How many Louisiana bids close this week?

100+ open Louisiana bids close in the next seven days.

Does this include federal opportunities in Louisiana?

Yes. 50+ open federal solicitations from SAM.gov and other federal sources name Louisiana as the place of performance. They are listed in their own section on this page.
