The City of Tustin is seeking a qualified consulting firm to develop a comprehensive Pavement Management Program (PMP) that meets Orange County Transportation Authority (OCTA) Measure M2 requirements for the 2027 eligibility cycle. The scope includes updating the StreetSaver pavement inventory, conducting ASTM‑compliant condition surveys, performing QA/QC inspections, reconciling database classifications with OCTA’s Master Plan, generating funding scenarios, and delivering a seven‑year maintenance & rehabilitation (M&R) plan. Optional work may involve verifying city‑limit street attributes. Deliverables comprise an updated StreetSaver database, GIS data set, draft and final PMP reports, QA/QC documentation, and all required OCTA submittal items.
