Pavement Condition Index Survey

The City of League City is seeking a qualified professional engineering firm to conduct a comprehensive Pavement Condition Index (PCI) survey of its roadway network. The firm will inventory the 413.75 centerline miles of city‑maintained roads, collect field data (video imagery, distress, roughness, rut depth), calculate PCI per ASTM D6433, develop deterioration models, and produce a multi‑year maintenance, rehabilitation and funding strategy. Deliverables include GIS databases, dashboards, a final PCI report signed by a Texas‑licensed PE, and a pavement management system that the City will own.
