2026 Pavement Management Program Update

The City of Carlsbad is seeking a qualified consulting firm to perform a comprehensive, citywide pavement condition assessment, update its pavement management database, and develop multi‑year maintenance and rehabilitation scenarios. The effort includes data collection, integration with OpenGov and ArcGIS, scenario modeling, and an optional automated traffic‑sign retro‑reflectivity study. • Conduct a full pavement condition survey (~351 center‑line miles, ~3,074 segments) using ASTM D6433 and deliver PCI, distress, and IRI data in the City‑specified format. • Run eight‑year pavement management scenarios in OpenGov/Lucity, evaluate rubberized‑asphalt options, and produce funding analyses and treatment maps. • Deliver a complete final report, all data files, and, optionally, a vehicle‑mounted retro‑reflectivity survey of ~19,400 traffic signs with a five‑year replacement plan.
