Concessionaire Operations of Honey Creek Resort

The State of Iowa Department of Administrative Services is seeking concessionaire(s) to operate the Honey Creek Resort at Rathbun Lake, including the resort/marina and an 18‑hole golf course. The contract is an RFP with a 5‑year initial term and up to five one‑year extensions, requiring the operator to manage lodging, dining, marina services, golf‑course operations, maintenance, and all associated administrative functions. The award will be based on a technical score (70 %) and cost proposal (30 %). Key responsibilities include delivering high‑quality guest experiences, maintaining facilities, complying with extensive regulatory, environmental, and human‑trafficking requirements, and providing regular financial and operational reports.
