RFP #26-205010-01 Facility Operation and Management of the Lake Siskiyou Camp Resort

The Siskiyou County Flood Control & Water Conservation District is seeking a qualified operator to manage, staff, and maintain the 270‑acre Lake Siskiyou Camp Resort, including campground sites, marina facilities, restaurant, water & sewage systems, roads, and winter public access. The operator will be compensated via a royalty structure (5 % of gross resort sales and 3 % of restaurant sales) and must invest > $1.1 million in capital improvements over the first five years. The contract term is 30 years with two optional 10‑year extensions, and the District will cover the first $10,000 annually for road repairs. • Manage 380+ campsite units, marina, restaurant, and utility infrastructure (water, sewage, roads, snow removal). • Provide full guest services, maintain facilities, and ensure free public access Dec 1–Mar 1 each year. • Deliver a 5‑year capital improvement plan (> $1.1 M) and meet extensive insurance, indemnity, and regulatory certifications (Davis‑Grunsky Act, CA water‑system licenses).
