On-Call Encampment Cleanup, Biohazard Remediation, and Abandoned Vehicle Removal Services

The City of Grand Junction is seeking a qualified contractor to provide on‑call services for encampment cleanup, biohazard remediation, and removal of abandoned vehicles on City‑owned property. The contract is a fixed‑price, not‑to‑exceed (NTE) one‑year award with the option to renew up to three additional years, contingent upon performance and appropriations. Contractors may elect to bid on either or both service categories, must embed all travel and mobilization costs in their rates, and must meet strict response‑time and documentation requirements. • Scope includes site assessment, debris and hazardous‑material removal, safe handling of bio‑hazardous waste, and thorough documentation with before/after photos. • Vehicle removal covers tow‑in, demolition, and disposal of abandoned cars, trailers, and motorhomes, only after City authorization. • Contractor must maintain minimum insurance levels, embed all costs in unit rates, and be ready to begin service on 1 Jan 2027.
