The City of Glendale’s utility, Glendale Water and Power, is seeking a qualified professional services provider to deliver end‑to‑end power‑support services—including day‑ahead and real‑time scheduling, gas scheduling, credit and risk management, trading control, back‑office settlement, reporting, long‑term energy acquisition, and contract administration—for its mixed generation portfolio. The contract will be a Professional Services Agreement with a “not‑to‑exceed” ceiling to be set after award, and the provider must support a July 1 2027 go‑live, including migration to a new ETRM system on July 1 2027. The work is remote but requires on‑site demonstrations during the evaluation phase and extensive integration with GWP’s existing OATI, AVEVA PI, and future ETRM platforms.
• Scope covers 11 service families (scheduling, gas, credit, risk, settlement, reporting, long‑term acquisition, contract admin, etc.) for a ~230‑314 MW generation & storage portfolio.
• Provider must deliver 24/7 coverage, API‑based data exchange, obtain OATI, CAISO, and credit certifications, and support on‑site implementation (≈ 80 % onsite).
• Timeline: RFP issued July 14 2026 → proposal deadline Sep 11 2026 → demos Sep 21‑28 2026 → award Nov 3 2026 → contract execution Oct 27 2026 → kickoff Jan 2027 → full services live July 1 2027.
