Rail Maintenance and Sustainment (RMS) Multiple-Award IDIQ

The U.S. Department of Transportation, Volpe National Transportation Systems Center (Volpe Center), is seeking to acquire 25 newly manufactured 50-foot damage-free (DF-Type) railway boxcars with wood floors and belt rail equipped, with a load capacity of no less than 80 tons. The boxcars must meet various specifications, including those related to dimensions, design, engineering, fabrication, and quality control. The contractor must provide a Quality Assurance Plan, and the boxcars must be tested for water tightness and pass a braking force test. The contract will be for a period of one year, with delivery of the boxcars to U.S. Naval Weapons Station Earle, Colts Neck, New Jersey. • The boxcars must be manufactured from materials conforming to AAR and ASTM specifications. • The boxcars must satisfy all AAR Interchange requirements at the time of delivery. • The boxcars must have a 50-year lifespan. • The contractor must provide a Parts/Service Manual, Operator's Procedure Manual, and Documentation Package. • The boxcars must be marked in accordance with AAR Section C, S-910 "Marking of Freight Cars."
