The contractor must operate 24 × 7, provide confidential telephone support, conduct in‑person or virtual debriefings, proactive wellness visits, and customized training, while meeting strict certification, insurance, and reporting requirements. The award is a three‑year contract (potentially extendable two additional years) with an estimated total value of $846,000. Small‑business and veteran‑business preferences are available. All bids must be submitted electronically by June 3 2026. • 24/7 confidential chaplaincy support (phone, in‑person, virtual) for CDCR staff and eligible family members • Required certifications: ecclesiastical endorsement, CISD credential, POST accreditation, appropriate insurance and workers’ comp • Monthly reporting, travel reimbursement (≤ $35k), and compliance with state procurement, PREA, and security rules • Small‑business (25 % SB/MB) and DVBE incentives (up to $50k/$500k) may be applied for award evaluation • Contract period: July 1 2026 – June 30 2029 (optional two‑year extensions)

Budget estimate

$800,000 – $900,000

The IFB cites a total estimated contract value of $846,000 for the three‑year base period, plus a capped $35,000 travel budget. Assuming the winner receives the full base‑period amount, the expected earnings range is roughly $800,000 to $900,000 (including optional extensions and any approved small‑business discounts). Factors influencing the final budget include the hourly rates submitted, the volume of services actually rendered, travel reimbursements, and any optional one‑year extensions.
