The solicitation seeks a contractor to provide comprehensive fuel‑storage, handling, and distribution services for both Government‑Owned/Contractor‑Operated (GOCO) and Contractor‑Owned/Contractor‑Operated (COCO) facilities at the Marine Corps Air Ground Combat Center (MCAGCC) in Twentynine Palms, CA. The contractor will be responsible for the operation, maintenance, quality‑control, inventory accounting, environmental protection, safety, security, and spill‑response of bulk petroleum storage and retail fuel stations, as well as delivering required training and reporting. The award will be a firm‑fixed‑price contract with a base period of 3.5 years (COCO) and 3 years (GOCO) and multiple five‑year options extending the performance horizon up to approximately 28 years. The solicitation is set‑aside for small businesses, including SDVOSB, WOSB, HUBZone, etc., and requires CMMC Level 2 compliance, SAM registration, and adherence to extensive federal, state, and DoD regulations.
• Operate and maintain bulk storage tanks (above‑ground and underground) and retail dispensing stations for jet fuel and ground fuels.
• Perform water‑bottom removal, sampling, testing, inventory control, and product‑quality surveillance in accordance with DoD and EPA standards.
• Provide 24/7 spill‑prevention/response, security, safety, environmental compliance, and detailed reporting (daily, monthly, and year‑end).
• Deliver all required plans (operations, maintenance, environmental, security, training) prior to contract start and maintain continuous compliance throughout the contract period.
