The Defense Logistics Agency (DLA) Energy is seeking a Service‑Disabled Veteran‑Owned Small Business (SDVOSB) to provide Government‑Owned, Contractor‑Operated (GOCO) and Contractor‑Owned/Contractor‑Operated (COCO) fuel storage, handling, distribution, and related support services at the Marine Corps Air Ground Combat Center (MCAGCC) 29 Palms, CA. The contractor will manage all aspects of petroleum product receipt, storage, quality surveillance, inventory control, accounting, safety, security, environmental protection, and spill response for both government‑owned and contractor‑owned fuel facilities. The contract is a firm‑fixed‑price award with a base period of three to three‑and‑a‑half years and multiple five‑year option periods extending potentially to 2056. The award is set‑aside for SDVOSBs only, and offerors must be registered in SAM/PIEE and submit a full technical and price proposal by the deadline.
• Provide 24/7 fuel receipt, storage, sampling, testing, and issue operations for aviation and ground fuels.
• Perform routine and preventive maintenance on tanks, pipelines, pumps, and associated equipment.
• Maintain inventory accuracy through daily/monthly reporting in DLA Energy’s Accountable Property System of Record (APSR).
• Ensure compliance with environmental, safety, and security regulations; conduct spill prevention and response.
• Supply required hardware, high‑speed internet, and secure IT infrastructure for inventory and accounting systems.
• Deliver qualified staffing, training, and certification for all operational and emergency tasks.
